We are pleased to announce that as a result of a competitive cooperative procurement process, a services contract under Virginia Code Section 2.2-4304 with Stafford County, Virginia, all Virginia government entities now may negotiate, administer and contract with Virginia Interactive (VI) to develop, install and maintain web-based systems and payment processing services.

VI Payment Processing Services offer a full lifecycle transaction management solution which not only includes gateway and merchant services, but extensive financial reporting and funds disbursement, hosted in the cloud at our PCI-DSS Level 1 Data Centers. We offer our partners:

PCI-DSS Level 1 Service Provider

Our payment processing services are hosted in a secure Tier 4 data center to ensure they are readily available to our partners on a near 24X7 basis. This environment is certified by the Payment Card Industry Data Security Standards (PCI-DSS) as a Level 1 Service Provider and is a SAS 70 Type II certified solution fully compliant with federal, state, local, and industry standards in addition to meeting Sarbanes-Oxley compliance requirements.
Our partners are always kept abreast of the latest cyber security issues affecting government and PCI Compliance regulation because we are a Participating Organization of the Payment Card Industry Security Standards Council.
NIC Services is also listed as a PCI-DSS Compliant provider on Visa’s Global Registry of Service Providers.

Multiple Integration Methods

VI Services provides you with three integration methods to securely collect payments from your web applications:

Secure Checkout Screen Integration

Have your own application, but don’t want to be responsible for processing the payment or the burden of PCI Compliance? Integrate your application with VI’s secure checkout screens. With this method, your application sends the transaction data to VI’s Common Checkout interface which collects and processes all payment information. Benefits and features of this payment integration include:

• PCI Compliant pages ensure that no sensitive payment information is ever stored locally on any hardware or transferred over your network
• Configurable templates allow you to display your own logo and text for a seamless user experience
• Receipts are emailed directly to payers
• Simplifies your application development because the payment screens can be reused over and over again
• Accepts credit/debit cards, electronic checks and recurring payments
• Transaction details are sent directly back to your web application eliminating data entry
• Checkout screens also integrate with credit card swiper devices for web payments collected at point of sale
• Transaction and disbursement details available through NIC Services Payment Engine for easy management of the payment lifecycle

Direct Integration

Use this method when you need to integrate your own checkout screens to VI’s Payment Management Engine. This method uses Application Programming Interfaces available to developers who write applications that include their own secure checkout screens. Customers fill out all payment information within the application, and once captured, the application communicates with NIC’s back end payment management engine using a standard API. VI then processes the payment, based on payment type, and returns either a success or failure code back to the calling application. Based on the code, the calling application displays either a receipt back to the customer or the reason for the failure. VI supports multiple API’s including:

Recurring Payment Integration

Want to offer your customers the ability to schedule their payment? Citizens and businesses can register with the VI’s recurring payment billing service utilizing web services via the originating application. VI will generate an ID for the customer and collect the payment information for ACH or credit card. This ensures that all payment data and sensitive information is stored in the NIC PCI compliant environment and not stored in the originating application. All that is required to be retained on the application side is the payment recurrence details including Customer ID, Payment Capture Data, Amount and Service information.
